兵庫教育大学において、創造科学科2期生(1年生)40名が同大学に留学している外国人留学生・教員研修生10名と英語を用いて交流会を行いました。3回目の交流となる今回は、「社会保障制度のあり方」をテーマに話し合いました。アイスブレーク活動とお互いの自己紹介の後、留学生から「日本の社会保障制度に対する意見と自国制度との比較」についてパワーポイントを用いたプレゼンテーションを行っていただき、高校生は「現状の日本の社会保障制度の問題点と改善案」について同様にプレゼンテーションを行いました。難しいテーマではありましたが、この一年間で培った経験を活かし、積極的に英語で議論する姿が印象的でした。

There were many things to learn in today’s RRE. I was conscious about speaking simple English. This theme was social security. So, I had to use a lot of Terminology. However, then, it will not be transmitted to International students. So, I used simple English. Also, when trying to make International students understand Japan’s social security, I had no time to watch the manuscript. So, it is important to tell in your own words. Although RRE has ended this time, I would like to make use of the English ability and transmission power learned in RRE for future research.
Today I had a great time with international students. I didn’t know how Chinese government does for citizens as social security. She said it isn’t enough and she hopes that building improved law,especially for children and unable people. Cause in China there is no money to support parents. Developing countries going to have problems like today’s Japan . In Asia,almost all country is developing country. So I think it’s possible for Japan to be a sample of what problems those countries will have and how to overcome them.
We had a good time. So, our team discuss about differences between cities and countries. She said people lives in country side get more bonus than people lives in a city do. I think it is a good policy and each country has own problem. So, all the country should help each other.
Today, we talked about “Low birthrate and Aging of Japan”. I taught Japan gap between poor people and rich people is issues, but an exchange student said it more serious in China. Also in China, low birthrate and aging seem to be a problem. We discussed about them, and we were able to find the differences between China and Japan. I felt importance of exchanging opinions with people who have different ideas.
We talked with international student who is from Fiji. I enjoyed talking with him. It was very interesting. I learned financial problems of Japan and Fiji. He said us there is a difference and same between Japan and Fiji. For example, income tax is about 30 percent in Japan, but it is about 8 percent in Fiji. The age of the workers is 20 to 59 years in Japan, but it is 15 to 54 years in Fiji. However, financial system in Japan and Fiji is almost same. I was worried at first that I could communicate well in English, but I could almost understand what he said. I want to improve my presentation and English more. I think that I had a very good experience.
I was able to many rare activities in RRE for a year. Social security was very difficult topic, but we could good discussion. First, we learned social security in China. China have to arrange good social security because China will become an extremely aging society as Japan 30 years later. China’s social security is “for old people”. Therefore, young people’s burden is big. Exchange student was surprise and interesting because our solution is reducing young people’s burden. We could discuss about it. I think that Japan can utilize in Japanese policy by leaning about other countries.
I talked with a man who is from Taiwan. We talked about social security system in Japan and Taiwan.I can learn that Taiwan’s problems are similar to Japan’s. I was surprised at the situation which is decreasing birthrate and aging population in Taiwan. It’s difficult for poor young people to pay a lot of money for elderly people. We must not continue this situation, so our group suggested some ideas to solve this problems in Taiwan. For example,to make consumption tax. It was difficult for me to come up with ideas,but it became a good chance to think about our future and discuss it with foreign people.
今日のディスカッションで、日本と台湾の違いを感じました。留学生の方から、台湾には消費税というものはなく、働いていない人たちは税金を払わなくて良いそうと聞きました。それにもかかわらず、医療費は2割負担だといいます。日本は、すべての国民から消費税をとっているのに、医療費は3割負担です。もちろん、日本の歳入がこれだけに使われているはけではないけれども、それでもやはり、日本の社会保障制度には、歳入と歳出のあいだに問題があるのではと改めて思いました。また、私たちが発表し終わった後、「仕事をしていない人は所得税などの税金を負担しているのか」という質問を受けて、正しい答えを言うことができませんでした。これは、私たちの準備不足だったのではないかと感じました。今後もうRREの授業はないけれども、そのほかの創造の授業でも、自分の発表だけでなく、質問などに向けても準備をしていきたいと思いました。
